			<content:encoded><![CDATA[<p>The 10th Annual Strom Conference with be held this Thursday, April 22, 2010, at the Days Hotel in Dickinson, North Dakota. The day will begin with a continental breakfast and registration at 8:00 am.  An opening note will be presented by President Dr. Richard McCallum of Dickinson State University, Steve Glasser, Strom Center for Entrepreneurship and Innovation Executive Director, and Jerome Strom, our Honored Guest. Jerome is the inspiration for the annual conference and is a major component to the Strom Center. We are very excited to have him present at the 10th Annual Strom Conferencce!</p>
<p>After a short break, inspirational speaker Bob Upgren, will be the first keynote speaker presenting “Most Artists Can’t Draw- Unmasking the New World of Work.” After Bob, there will be another short break, followed by the first breakout session. Each of the three breakout sessions will consist of three different topics. Attendees will be able to choose which presentation to attend (Please refer to the registration form for breakout session topics).</p>
<p>Lunch will be provided during the conference’s second keynote. Stacy Sturm and Nicole Morrison-Mathern of URL Radio will be presenting “From Floods to FedEx- We did it!” These two entrepreneurs possess a great success story in today’s society. Breakout sessions two and three will follow lunch. After the breakout sessions, Bob Upgren will close our day with the final keynote speech.</p>

The Renovation, Repair and Painting (RRP) rule affects contractors, property managers and others who disturb known or presumed lead-based paint during renovation. The term renovation covers all activities done for compensation that disturb painted surfaces including most repair, remodeling and maintenance activities, such as window replacement, weatherization and demolition.</p>
<p>The RRP rule applies to all renovation work performed in residential houses, apartments and child-occupied facilities such as schools and day-care centers built before 1978. Training, certification, and work practice requirements in the Renovation, Repair and Painting Rule are effective April 22, 2010. Pre-renovation education requirements are effective now.</p>
<p>Firms must have one or more “Certified Renovators” assigned to jobs where lead based paint is disturbed. To become certified, a renovator must successfully complete an EPA or State-approved training course conducted by an EPA or State-accredited training provider. Gary Snow &#038; Associates, Inc. is an approved trainer in conjunction with UND.</p>
<p><strong>All renovation workers must be trained</strong>. Renovation workers can be trained on-the-job by a Certified Renovator to use lead safe work practices, or they can become Certified Renovators themselves.<br />
<strong><br />
HUD LEAD SAFE HOUSE RULE<br />
</strong><br />
HUD’s Lead Safe Housing Rule (24 CFR Part 35) covers pre-1978 federally-owned or assisted housing and federally-owned housing that is being sold. It does not cover child-occupied facilities outside of residential housing. The requirements of HUD’s rule are similar to EPA’s RRP rule, details, including:</p>
<p>Exemptions. HUD’s rule does not allow owners of federally-assisted housing to opt out of its requirements.</p>
<p>Training Requirements. HUD does not recognize on-the-job training. To conduct lead hazard control in federally-assisted housing, either all workers must have completed a HUD-approved course, or the crew must be supervised by a Certified Renovator who is also a Certified Lead Abatement Supervisor.</p>
<p>Minor Repair and Maintenance. HUD’s definition of minor repair and maintenance that is exempt from its rule is different than EPA’s (2 square feet interior and 20 square feet exterior or 10 percent of the surface area of a small building component type).</p>
<p>The RRP course(s) will cover other differences between the EPA and HUD rules concerning lead-based paint, testing, practices, clearances testing and waste disposal.</p>

			<content:encoded><![CDATA[<p>Reserve Feb. 19 and 20 for an all-day class on the Quicken® or QuickBooks® accounting software. North Dakota State University’s Ron Haugen will be teaching the courses which are hosted by the Small Business Development Center and the Strom Center for Entrepreneurship and Innovation. Classes will be held at the Strom Center.  The Strom Center is located at 1679 6th Ave W Dickinson, ND.</p>
<p>These classes are open to the public and to any individual or business who wants to further their knowledge on the accounting software.  Although the classes are intended for beginning to intermediate users, those with all levels of experience are welcome. </p>
<p>QuickBooks® class will be held on Friday, Feb. 19 from 9 a.m.-4 p.m. and Quicken® class will be on Saturday, Feb. 20 from 9 a.m.-4 p.m. Refreshments will be provided for the two break sessions. One hour will be given for lunch. Lunch will not be provided. Class fees are $35 per person, per class.</p>

<p>The Child Care Grant Program was initiated by the 61st North Dakota Legislative Assembly providing $500,000 of one-time funding to assist North Dakota child care providers with infrastructure and technical assistance/business plans. The first round of grants awarded $265,000 to 96 child care providers. The remaining $235,000 will be awarded by June 1, 2010.</p>
<p>The North Dakota Development Fund was also authorized to provide financial assistance to childcare providers through loans. </p>

			<content:encoded><![CDATA[<p>Community Field Day was held on October 20, 2009 at Dickinson State University. This event, hosted by the Strom Center for Entrepreneurship and Innovation, brought together community leaders to discuss the human aspect of leadership, entrepreneurship, resources for development, and youth. </p>
<p>The leadership panel which was comprised of Lyn James (Bowman), Kathy Miller (Medora), and Marie Hvidsten (RLND). Where are they now with their community and projects? We checked back and wanted to share about their progress and the story that they spoke about at Community Field Day.</p>
<p><strong>Bowman</strong>:<br />
<strong>Lyn James</strong><br />
Bowman held a strategic planning and leadership retreat last spring. At Community Field Day, Lyn reported about this retreat and the initial steps that the original committee was taking to push the strategic plan forward. </p>
<p><strong>Where are they now?</strong></p>
<p>Lyn reported back that the short term goals that were set up at the retreat are in the works:</p>
<ul>
<li>The Renaissance Zone has a great committee that has begun to work with the city commission. </li>
<li>Exploration of a community foundation has started. </li>
<li>Strides are being taken to build the leadership pool, a candidate was selected to attend RLND to represent the community and develop personal leadership skills. </li>
<li>The economic developer continues to work on marketing the county. These efforts include a revised website, <a href="http://www.bowmannd.com"target="blank">www.bowmannd.com</a> and a facebook page, Bowman County, ND. </li>
</ul>
<p>Leadership has become the biggest motivator of the project. All the boards are coming together to ensure that the plan takes shape and the entire county is positively influenced. The support has reached beyond those that attended the original retreat. Next fall, the group has decided to get together for a revisit retreat to evaluate the strategic plan. The positive encouragement promises that the revisit retreat will be well attended. Roadblocks continue to handicap progress but are being overcome by positive attitude and continued encouragement of local leaders. </p>
<p>This planning process has proved to be a good thing for all the communities in Bowman County.</p>
<p><strong>Medora</strong>:<br />
<strong>Kathy Miller</strong><br />
Medora recognized a natural fractioning of their city because of the different organizations. They wanted to achieve a greater sense of community through building relationships and trust to create a cohesive Medora team. This would result in a better experience for both locals and tourists. The committee organized two events, a motivational speaker and a team building day at Badlands Ministries High Rope Course.</p>
<p><strong>Where are they now?</strong></p>
<p>The Medora Community Days Campaign has been redirected to better accomplish their mission. While their first campaign had two separate events, the second campaign allows for a greater reciprocation in hosting and attending. The event follows the lines, “I’ll come play at your house, if you’ll come play at mine!”  Each community organization was asked to come with an agenda to highlight their resources in an attempt for more community building and interaction. </p>
<p>Kathy Miller reported that the new campaign has been met with both enthusiasm and resistance.  Some organizations have already made plans and others are still tossing around the ideas regarding options in participating. However, one organization declined because of time, manpower, and motivation. They reported that division and separation in a community is normal due to differences in interests. This reaction has been anticipated but the committee is emphasizing that the project goals are to get to know each other in order to work and play together for a stronger Medora. For the most part, all other entities met the project with excitement, commitment, and are looking forward to their plans. At the last committee meeting, the organizations came with a plan on their plate and a smile on their faces. Medora now identifies new leaders thanks to each entity coming forward with people in place to achieve the shared goals. This project is solely responsible for getting the message out that people notice the divisions and are wanting to break them down. The planned activities which highlight each organization will showcase the community like never before to the people who continue to be inspired by Medora.</p>

RLND is an 18 month interactive study and travel program dedicated to producing graduates with the vision and commitment to lead themselves, their organizations, and their communities in the future. Marie shared the goals and some of the curriculum of the past three classes.</p>
<p><strong>Where are they now?</strong></p>
<p>The fourth class has officially started for RLND, which includes 18 students from all over the state. The students, which represent various ages and professions, have begun to decide on their community projects. The diversity of these projects are amazing: a high school leadership program, a community-wide recycling program, creating an indoor swimming pool, a community celebration, a natural resources tourism trail, and a fire alarm safety campaign. Not only are they taking inventory of their community needs and interests, they are evaluating their own personal styles and leadership SWOTS.</p>
<p>Another exciting avenue is that RLND is having a short-course in Watford City, which will meet five times for a total of 25 hours. This has never been offered so it has been exciting for the program to work with the community and anticipate what the students will be able to take away.</p>
<p>RLND acknowledges that communities need to implement that leadership be represented to look like your community. They have begun to work with youth involved practices that include this unique point of view and integrate all the generations into the leadership and sustainability of a community.</p>
<p>The challenge of marketing the class continues to be a roadblock for RLND. Marie’s goal of having every county represented in the RLND alumni is a possible reality because of the quality of students and the caliber of scholarships that have been granted to allow for continuation of the program.<br />

<p>It’s exciting to see that these three communities/projects are continuing to be a success. 			<content:encoded><![CDATA[<p>Business Challenge 2010 is pleased to announce this year’s keynote speaker, Eddie Slowikowski, a world-class runner and an internationally known Speaker/Trainer. Business Challenge is a week-long summer business camp that will be held at Dickinson State University and historic Medora June 13-18 (high school student track), June 12-18 (university student track) and June 13-16 (educator track). Slowikowski will be the opening speaker for the 2010 program.</p>
<p>In over 18 years of speaking, Eddie Slowikowski has found a way to combine the high energy of his competitive running years with a service to community. Some of Eddie’s accomplishments include becoming a 5-time All American in Track &#038; Cross Country at Loyola University Chicago, U.S.A. Gold Medal winner at International Competition in London, England and the fastest college indoor mile (3 minutes 58 seconds) in the nation in 1990.  A self-made businessman, Eddie once again sets the pace &#8211; this time in the world of professional speaking.</p>
<p>“Business Challenge is an exciting summer program that is about preparing for the future. Participants learn about teamwork, leadership and setting real-life goals,” said Katie Mehrer, Business Challenge coordinator. “No other program gives students such a unique, hands-on learning experience about the world of business. It’s intense, fun, and energizing.” </p>
<p>More than 7,800 high school students and educators have attended Business Challenge, which is now in its 33rd year. Business Challenge teaches students the fundamentals of business and entrepreneurship. In addition, high school students earn one-half of a credit on their high school transcripts, compete in competitions and learn fundamental skills required in any career. Educators earn 2-3 reduced-fee graduate credits, exchange ideas for classroom use and network with fellow teachers. University students can earn 3 credits for the week and experience hands-on learning, build entrepreneurial knowledge and develop critical thinking skills.</p>
<p>“Business Challenge helps businesses create an educated work force that understands economic development and what companies need from their employees. North Dakota benefits because participants are made aware of business opportunities that exist in the state,” Mehrer said.</p>
<p>Cost for North Dakota high school students and educators is $175, which includes meals, housing, curriculum materials and events. Cost for out-of-state students is $200. However, participants can save $50 by taking advantage of the early bird special and registering before April 30, 2010. To earn college credits, university students must follow the university student registration directions on the Business Challenge Web site. <p>The Community Development Project and North Dakota Business Challenge are hosting the 2010 Youth Leadership Summit.  The Youth Leadership Summit is an opportunity to provide high school students with the chance to grow their leadership skills, open their eyes to future opportunities and set them up on the road to success!  This conference is an event that will confront the most common excuses that derail student achievement, decision making and self-esteem and teach them how to take responsibility for their actions and attitude.  </p>
<p>The Youth Leadership Summit will be held at Dickinson State University, Student Center Ballroom, on Tuesday, April 13, 2010 from 10:00am-2:00pm.  There will be a morning &#038; an afternoon session with lunch provided.  All North Dakota high school (9-12) students are invited to attend.  </p>
<p>The morning session of the Youth Leadership Summit will feature bestselling author, Jason Ryan Dorsey, as the keynote speaker.  Jason has keynoted over 1,000 Gen Y/youth events around the world.  His inspiring message has earned him standing ovations from audiences and led to his appearances on 60 Minutes, 20/20, The Today Show, and The View.  Currently, Jason’s acclaimed books are used as required reading in over 1,650 secondary schools and colleges.  </p>
<p>The afternoon session will feature a panel discussion called “Stepping Up – YP High School Career Conversations”.  This thought-provoking panel discussion, consisting of members from the local Dickinson Young Professionals (DYP), will jump-start your students into thinking about career planning and how to match job experience with education.  The DYP members will discuss how they chose their university and degrees.  They will share their journey through college, which lead to their current career paths.  </p>

<p>We held Community Field Day on October 20, 2009 at Dickinson State University Campus. The day consisted of 4 panels—leadership, resources for development, entrepreneurship, and youth. These topics opened doors for communicating and networking on issues that relate to sustaining strategies for communities. To kick off our day, we had Mayor Dennis Johnson share his insight into strengthening communities. We were able to track him down later for a copy of his speech:</p>
<p>COMMUNITY FIELD DAY WELCOME</p>
<p>October 20, 2009</p>
<p>It is my pleasure to welcome you to Dickinson and Community Field Day.  The staff of the Strom Center has put together an exciting and informative program for your benefit.  Today we should hear about ideas and strategies that can lead to more prosperous communities.  </p>
<p>This morning I would like to share with you three paradigms that influence my actions and policies as Mayor as we try to create a more prosperous and dynamic Dickinson community.</p>
<ul>
<li>Economic development happens where people want to live.
<ul>
<li>Quality of place paradigm.
</li>
</ul>
</li>
<li>Economic development for rural communities is largely dependent upon local entrepreneurs.
</li>
<li>Leadership matters.
</li>
</ul>
<p>Communities compete with other communities for people based upon quality of place factors.</p>
<ul>
<li>Highly skilled people
<ul>
<li>Hospital Administrator said the impact on the hospital by a good<br />
      general surgeon was $3 million per year.
</li>
<li>Need to recruit Skilled energy workers and professionals
</li>
<li>Recruit Skilled Diesel mechanics (Butler Machinery)
</li>
</ul>
</li>
<li>People who have the ability to create their own jobs and jobs for others.
</li>
</ul>
<p>Highly skilled people and people who have the ability to create their own jobs and jobs for others can choose to live anywhere.  As community leaders you want those people to want to live in your community and choose your community.  Remember, economic development happens where people want to live.</p>
<p>Dickinson has concentrated on improving its quality of place.  Some of our city’s major efforts to enhance quality of place are;</p>
<ul>
<li>West River Community Center
<ul>
<li>Northern Great Plains in door recreation makes sense.  We can’t<br />
      change the weather.
</li>
</ul>
</li>
<li>Public Library renovation and addition
</li>
<li>Public golf course irrigation system
</li>
<li>Dickinson State University Building Projects (attract and retain<br />
      quality students)</p>
<ul>
<li>Student Union renovation and addition
</li>
<li>Murphy Hall, science classroom renovation and addition
</li>
<li>Future Library addition and renovation
</li>
</ul>
</li>
<li> Badland’s Activity Center
</li>
</ul>
<p>Dickinson State University draws young people to our community.  Many of them stay in the community.  They are the highly skilled people and entrepreneurs of the future.  Dickinson State is competing with other institutions for students and faculty.  Dickinson State along with the community needs to be viewed as having a high quality of place.</p>
<p>Tell Marathon story (Spring 2006 at the time the 4th largest U.S. oil &#038; gas company)</p>
<ul>
<li>Leased 200,000 acres and planning to drill 300 wells
</li>
<li>Establish an office in Williston, Minot, or Dickinson
</li>
<li>40 to 50 employees plus contractors
</li>
<li>Chose Dickinson because this is where their people would want to live.  (Quality of Place)
</li>
</ul>
<p>Entrepreneurship is essential to developing and growing small rural economies.</p>
<ul>
<li>Very difficult for rural communities to compete with larger urban communities in business recruitment.  Small rural communities don’t have the economic development financial resources that larger communities have.
</li>
<li>In rural communities business recruitment isn’t going to create the quantity of quality jobs needed to have a dynamic and prosperous community.  Local entrepreneurs are the best opportunity for job creation.
</li>
<li>Rural communities have to focus on attracting, retaining, developing, and improving their entrepreneurs.  Communities compete for people who can create their own jobs and jobs for others.  People with that talent     can choose to live anywhere.  It is essential that entrepreneurs want to live in your community and choose to live in your community.
</li>
<li>Stark County Development and area businesses are supporting the Strom Center because we want to foster an environment that continues to develop and encourage entrepreneurs.
</li>
<li>Entrepreneurs not only create jobs but they are a source of community leadership and charitable giving.
<ul>
<li>Private Funding for WRRC, BAC, and Library came largely from local entrepreneurs and businesses.Entrepreneurs generally have good leadership skills.  It is important to fill community leadership positions with individuals who have the appropriate leadership skills because leadership matters.

</li>
</ul>
<p>Leadership matters.</p>
<ul>
<li>Vision:  articulate what your community will become.
<ul>
<li>Be the 5th largest city and the best city in North Dakota.
</li>
</ul>
</li>
<li>Inspiration: ability to inspire people to buy into the vision.
</li>
<li>Energy:  the capacity to work hard to achieve the vision.
</li>
<li>Character:  credibility so people will follow.
</li>
<li>Key community leadership positions (require quality leaders)

<p>My advice for creating dynamic and prosperous rural communities is focus on;</p>

<li>Entrepreneurship
